Is it wontfix because this tracktype tag should be deleted? Or is it wontfixed because goal of JOSM validator is not to eliminate all false positives but all popular false positives?

It is true that the goal is not eleminate all extremely rare false positives in the validator. However in this case I don't call it a false positive. The tag should be removed from the object in my opinion. Wiki and actual usage are in sync (which is often not so clear like in this case) that tracktype=* should be used on highway=*.
https://taginfo.openstreetmap.org/keys/?key=tracktype#combinations
99.95% of the 5,790,859 tracktype=* tags are used on highway=*. Only 94 objects on amenity=*.
The wiki talks about tracktype=* on highway=* only too.
