Map flickers

What steps will reproduce the problem?

1. Pan the map

What is the expected result?

The map pans smoothly

What happens instead?

The map flickers in and out while panning. This does not seem confined to panning, but happens more here than any other time.

Please provide any additional information below. Attach a screenshot if possible.

This machine did not have the problem on older versions of JOSM, but I have not bisected the version.

This doesn't seem limited to panning, it's just easiest to produce it that way.

You have a very old version of Java (8u91, 2016-04-19). Can you please update to latest version? (8u161, 2018-01-16)
