Validator wrong message, "artwork_type without tourism=artwork"

Description

This is message suggests that all artwork is also tourism=artwork (i.e. public art). Following recent discussion on the osm-carto repo and tagging ML (because of many artworks in the Louvre, Paris, tagged with tourism=artwork), there are now 2 tags:

  • tourism=artwork for public art
  • exhibit=artwork for other art (e.g. inside an exhibition).

There is also the idea, that exhibit=* could be used for any kind of thing that is shown in an exhibition.
