Cannot start JOSM and then load a previously georeferenced image

Description
Regarding how to load an image that we georefernced yesterday, again
today.
It turns out there is a bug.
$ josm &
Click Imagery.
At this point New Picture From File is greyed out -- unusable.
So the user turns to File -> Open... which turns out to be the wrong way
to open a previous image, with all the wrong dialogs.
So we back out of that.
But by this time Imagery > New Picture From File is no longer greyed
out! So we can finally use it.
So that is why it would be good to officially document how to load a
previously georefernced photo.

Simple to reproduce. No bulky reports needed.
Just start JOSM.
Now look in Imagery menu.
You will see New Picture From File is greyed out.
So document that you need to load some area first,
to make it non-greyed out,
to enable reloading a picture from yesterday.

OK I didn't get it was only about documentation. Please don't create bug reports for that, the documentation is a wiki (either here or on OSM wiki) you can improve it by yourself.
Please always attach status report for defects. A sample file would be great too.
