It turns out there is a bug.

$ josm &
Click Imagery.

At this point New Picture From File is greyed out -- unusable.

So the user turns to File -> Open... which turns out to be the wrong way
to open a previous image, with all the wrong dialogs.

So we back out of that.

But by this time Imagery > New Picture From File is no longer greyed
out! So we can finally use it.

So that is why it would be good to officially document how to load a
