Would it be possible to drop the office=administrative preset, and add a validator warning?

The tag has been marked as 'discouraged' http://wiki.openstreetmap.org/wiki/Tag:office%3Dadministrative after a discussion on the tagging mailinglist and a vote on the wiki in 2016: http://wiki.openstreetmap.org/w/index.php?title=Proposed_features/Government_offices

The main issue was that the usage of this tag was not clear. The tag is often used for offices of national or local governments, for which office=government is more explicit.

Even if your proposal was accepted by a majority of voters, not everyone agreed. In particular this comment:

I oppose this proposal I oppose this proposal. I refuse deprecation of "office=administrative". We should tag a function, not an ownership of the office. What are pension funds and registry offices doing in the "government" tag? They do not govern (although controlled and owned by a government), they administrate and execute social functions. So they must be put into "administrative" tag, not into "government" tag. --Surly (talk) 16:42, 15 February 2016 (UTC)

I agree with this comment, and think we should keep the distinction between administrative and government.

Need to hear opinion of other team members.

I considered that, but the point is it's quite hard to make the difference between administration and government. What's worse, the office=administration tag is used for all kinds of different things, making the tag quite useless. For example, in the Birmingham area the tag is used for the labour agency, two townhalls, the markets office, a community centre, and a girl scouts office. I suppose some of these fall under your definition, but most don't. In France, I also see at many places 'Conseil Départemental' and 'Marie's being tagged as office=administrative, I suppose these should be typical office=government. Unless you want to reserve office=government for the national government? Like I said, currently there's no clear definition, and the tagging is a mess. And the voting shows that many people on the tagging list agree. In any case I think it will be quite hard for JOSM to teach users about the difference between the tags (if there is any).
