Add Key healthcare with Subtags

Please Add the Key healthcare with the Subtags healthcare:speciality

Key is documented, used 15.000 times, worldwide, so maybe we could include it? But some values are tricky (example healthcare=doctor vs. amenity=doctors, etc.)

Maybe you can add amenity=doctors and healthcare=doctor parallel to be compatible and add healthcare:speciality?

I think this is like highway=bus_stop and public_transport. Amenity=doctor is the old tag and in the Future it is deprecated.

It seems that iD is inserting both keys (ie, when selecting a hospital it inserts amenity=hospital + healthcare=hospital)

A warning for healthcare=yes (asking to use a more specific healthcare facility) should probably be included too in JOSM, when JOSM starts to support healthcare=*
