From where exactly JOSM gets the translation for some shortcuts?

For example, Tab (shortcut for View → Toggle dialogs panel) is translated as Guia in pt_BR, but I can't find it at ​https://translations.launchpad.net/josm/trunk/+pots/josm/pt_BR/+translate?batch=10&show=all&search=guia

This translation does not come from JOSM. I assume it is a Java internal translation...
