Even after changing the comment JOSM took the old changeset comment during the upload

Description
What steps will reproduce the problem?
- I unglued a way from another way. They seem to have no connection based on the imagery
- I aligned the road
- I clicked on the upload button and the changed the comment to 'Separated the connected roads based on the imagery' and uploaded the changes
- When I looked into the history, the comment had my previous changeset comment 'Updating turn restrictions in Toronto using Mapillary imagery https://github.com/mapbox/mapping/issues/213' and not the new one.
Note: When I try replicate this issue, I was unable to do it also my system was being slower than usual
What is the expected result?
- The changeset should have had the new changeset comment
What happens instead?
The changeset comment had the old comment. (https://www.openstreetmap.org/changeset/41229638)

This happened again. My older changeset comment was taken inspite of me typing the new one.
