UI problem with add tag dialog

Mal auf deutsch:

What steps will reproduce the problem?

1. Bei Merkmale hinzufügen fehlt das Eingabefenster, es werden nur die letzten benutzten Eingaben angezeigt.

Es passiert nicht nur bei mir:

Habe wieder die alte Version geladen, daher kein Scrrenshot.

For a fast fix, you can lower the number of last used tags (or maybe change "Look and Feel").

I need to maximize the tag dialog each time to work around the problem.

The both text fields are far too big.

Reproduced on three different Linux boxes (various distros), same behavior on all (r8319).

KDE workaround: set "special window settings" - "match window by title" and "maximize vertically". Still looks ugly, but is usable.

The problem also occurs on Arch Linux with openjdk 7.u79_2.5.5-1, current XFCE desktop environment and JOSM revision 8279. I use the JOSM from Arch Linux repository. ​https://www.archlinux.org/packages/community/any/josm/

If I set the number of last used tags to 29 or 30, then there is still a glitch.
