Description
There is manifold abuse of this tag, since the german translation "Damm" may be interpreted as both, a
- normal-sized "dyke"/"embankment" or
- "dam" locking a water reservoir
Also, the icon chosen only makes sense if you know that it's meant to be interpreted as a birds-eye view.
I suggest to either change the short description of this preset from "Damm" to anything more descriptive, e.g. "Staudamm" or "Staumauer" or even "Absperrbauwerk" as written here:

if you know that it's meant to be interpreted as a birds-eye view.
There are several other icons in the same preset group, which are also birds-eye view. However I tried to improve the icon a bit.
I also changed the german translation. You can do this also yourself at https://translations.launchpad.net/josm/trunk/+pots/josm/de/5060/+translate

Thanks for the quick fix on this. I'd rather not immediately change translation ambiguations without having had some feedback.
See, if it's been misinterpreted before, chance is not small that an unthoughtful/quick fix may be as well. Your agreement to my proposal of the change done means that it's backed now by at least four eyes. We'll still have to see whether it will successfully decrease cases of misinterpretation.
Also, note that there are some corner cases where a decision on the 'right' tag is hard or more than one seem valid.
- dam/dyke (i.e. if it's not a wall, but a simple embankment locking a water reservoir)
- dam/weir (see e.g. http://de.wikipedia.org/wiki/Pretziener_Wehr - currently tagged as waterway=dam in osm, which isn't completely wrong, but does not seem completely right either)
