Downloading dialog is too obtrusive

What steps will reproduce the problem?

1. Slide the map fast with continousDownload on or - even better - (unintentionally) zoom out fast

What is the expected result?

Downloading should happen in background, only indicating somehow it is working and not grabbing window focus automatically

What happens instead?

The dialog window appears on the front and:

1. One can't work in JOSM until the downloading stops
2. One can't stop multipart downloading - dismiss is available only for current part and sometimes they appear and disappear too fast anyway
3. One can't even work in other application windows, since JOSM goes to the front with current download window
