[PATCH] Add childcare preset

I'd prefer to see the proposal accepted and used before including it to JOSM.

Agree that it might be premature to add presets for proposals that are still in draft stage (only 6 uses of childcare tag says taginfo). However I find it a bit unsatisfactory that we don't even offer the standard stuff for a kindergarten that we have elsewhere - operator, opening times, & stuff. Currently, our kindergarten preset is far less detailed than that for a pub. Maybe between now and the arrival of Childcare 2.0 we could already arrange for some of the extra stuff to be listed.

That is a different topic, updating the presets is a never ending story.

The Childcare 2.0 better fits as external preset, for now.

I see 1830 uses of amenity=childcare not 6 (​http://taginfo.openstreetmap.org/search?q=childcare#values)

This has moderate adoption, if a wiki proposal ever passes with a different tagging we can always update the preset.

The "Childcare 2.0" proposal sounds good, too, and I think I have tagged a few amenity=childcare already in the past. But I agree it should be an external preset until it is formally accepted.

Patches, in this case an unified diff, are always welcomed (DevelopersGuide/PatchGuide). I added opening_hours and operator in the patch for #10530.

Chicken or Egg?

I don't think low usage should ever be a barrier to adding a preset: JOSM is an editor after all.
However, tags often change during debate an early use. Completing the wiki vote process would be a good next step for this tag.

There is always the possibility to create an external preset for tags with low usage and/or in proposal.

External presets are useful for a small group of coordinated mappers: for a HOT deployment or a mapping party on an island, or to try out an idea prior to standardization.

But for a general worldwide feature in use, almost none of the people who need the preset would see an external preset. If the tag is good, the preset is immediately useful.
