The Windows installer prompts to install the quicklaunch icon where it's not suitable

Description ¶
When installing JOSM using the Windows Installer, it prompts to install a Quick Launch icon.
This quick launch toolbar was "off limits" for installers from its inception but was deprecated in Windows Vista and removed completely in Windows 7+.
The option should be removed entirely, or disable when running on Windows 7 and above.

Yes, you can create a toolbar that happens to look in the same location, but for the vast majority of users, this will not exist.
Even if it won't be removed outright, it should at least be disabled/unchecked by default (especially as the state isn't remembered) to avoid polluting the user's system (remember, the user's, not the developer's) with cruft.

It's still in Windows 7. In fact, I have a quick launch toolbar right now and I'm running Windows 7 x64. You just have to manually add it. Even Microsoft gave you instructions on how to add it back.

So, please don't remove that option since I bet people still want it. (I don't need it since I pinned JOSM to my taskbar. ;))
