Circles created by "Create circle" on default setting have just 8 nodes, are ugly and not resembling circles. It is even possible to mistake it for octagon.
IMHO it would be a good idea to increase default value of createcircle.nodecount to 16 or 20.
I was mapping rounded storage tanks: result with default setting is rather bad - https://www.openstreetmap.org/way/288819804#map=19/50.07191/19.82136 with createcircle.nodecount bumped to 20 result is way better - see https://www.openstreetmap.org/way/288820493

It means that
createcircle.nodecount
is gone ad you cannot override JOSM behavior easily- there should be no need for that as JOSM got smarter
top - 8 nodes, bottom - 20 nodes
