Validate unclosed boundaries

Description
Could JOSM validate unclosed boudary=* objects?
They should all define an area (http://wiki.openstreetmap.org/wiki/Boundary) but if we create a single line tagged with boundary=administrative + admin_level=10, no warning is displayed while validating it.

But single lines (not connected to others), like my example, are not right :-)

Linked page is not mentioning that lines with boundary=* should be closed. For example multiple separate ways may together define a border (I have no idea is it a good/valid tagging).
