In ​http://josm.openstreetmap.de/browser/josm/trunk/data/validator/unnecessary.mapcss?rev=6923

area:closed[landuse ][area?],

should be changed to

area:closed[landuse ][area?][!highway],

as it is plausible that some area will be tagged both as landuse and as a highway area (for example landuse=commercial + highway=pedestrian for bazaar).
