Crossing barrier with different layer tags are reported by validator

It is probably rare but may happen - guard_rail on bridge with layer=1, something else below bridge (say barrier=hedge). Situation like this was created in attached test case.

Different layers should be enough for barriers. On the other hand for highways and/or waterways it was suggested on talk@osm that we always need a warning even with different layers as long as bridge or tunnel are missing on all but one crossing way.
