Description

The overlapping ways check no longer seems to work (latest SVN 6908). I checked that it's enabled in the settings and also tried with a fresh installation.
Downloading an area with partly overlapping highway=residential ways and running the validation gives no warning.

When inspecting areas where OSMI shows dozens of overlapping ways, not a single warning is created.

I have an issue on the other side. I get a warning about overlapping ways but these are two closed ways which have a wall in common but do not overlapp. Please have a look at NoOverlappingBuildings.osm​.

Side effect of r6862. We need to restore old behaviour for highways I think.
