File chooser for local validator files

Description
Another thing that would be good to have when adding (or editing) a local validator file (both for .cfg and .mapcss) is a file chooser dialog, where the user could navigate on his filesystem and select one or more files to be included.

I'd give that very low priority. Nearly no user will ever enter some validator config.

I think this ticket could be fixed by implementing #9508.
What I have in mind for it: Adapting the code from presets/map styles in the validator preferences, where the current panel would become a first "General tab", and a new tab called like "Tagchecker rules" would appear.

Since URLs can be entered as well, simply replacing the current input dialog with a file chooser does not suffice.
