[Patch] ask before allowing to move node that is attached to ways fully hidden by filters

Typical mistake made by experience mappers is moving nodes with enabled filters and failing to notice that filtered out objects are attached to this nodes.

I suggest to raise window "Are you sure that you want to move node with attached ways that are hidden by filters?" in cases like this.
