josm is no longer showing hires aerial imagery — at Initial Version

Description
josm no longer loads high detailed aerial imagery in vienna, at or bratislava, sk (most likely other cities but i have checked these two). this is a "regression" of some sort although probably caused by microsoft (bing maps works fine, mobile client has the same issue as josm). i believe a message to bing maps team is required.
