"Crossing waterways" validator test should not be triggered for

waterway=dock (​osmwww:browse/way/25029326 ) + waterway=canal ( ​osmwww:browse/way/25108695 )

and

waterway=canal ( ​osmwww:browse/way/25108695 ) + waterway=riverbank ( ​osmwww:browse/way/25132633 )
