Description
"Crossing waterways" validator test should not be triggered for
waterway=dock ( http://www.openstreetmap.org/browse/way/25029326 ) + waterway=canal ( http://www.openstreetmap.org/browse/way/25108695 )
and
waterway=canal ( http://www.openstreetmap.org/browse/way/25108695 ) + waterway=riverbank ( http://www.openstreetmap.org/browse/way/25132633 )
