diferentiate the strings "half" and "full" in "railway crossing/barrier" from "hunting stand/height" for proper translation

Description

Both the strings "half" and "full" are shared for these uses in presets file:
item "Transport/Railway/Level Crossing" combo "Barrier" display value
item "Transport/Railway/Crossing" combo "Barrier" display value
item "Facilities/Hunting Stand" combo "Height" display value

In some languages "full barrier" is translated differently than "full height". See also bug #8996.
