Warn about misleading/wrong values of "incline"

Description

Please have a look at the ​discussion on tagging@osm about "units" for incline=*.

The conclusion is that:

  • either percentage % or degree ° should always be added
  • if only numbers are added the range would be between zero and one (maybe two).

Please have validator warn about a value with only numbers of the above range.
