[patch] New combo for bicycle in preset for Dedicated Footway

Foot ways tagged with highway=footway are very often mixed with access for bicycle. It can be checked via taginfo (1) that it is one of most frequently used combination. Please consider to add combo to footway preset witch allow to select type of bicycle access. Without this option there are some confusion for new users (2).

I add path for this option.

I would only accept bicycle=yes but everything else is either a path or some other highway=*.

Much better. By the way, is passing_places really useful for footways, I doubt it !

Till now I didn't know what passing places mean, but definitely is not need for footways :)
