Handling of SVG in ICONS for <combo> <list_entry> </combo>

Description

SVG icons in <combo> list entries should be downsized to 16x16. As it is now it looks like it takes the size of the SVG template as size, so using a 500x500 icon makes each entry in the drop down list to fill the entire screen. Same also there should be a max size allowed for other supported formats.
