Rail line is bridged but verification thinks they're crossing. As far as I know bridge=yes implies layer=1...

Argh! I tried to do my homework. Actually _nobody_knows_. The discussion on http://wiki.openstreetmap.org/wiki/Talk:Key:bridge#Layer was redirected to http://wiki.openstreetmap.org/wiki/Talk:Key:layer#Layer where it was ended without any concensus. There was a rejected proposal about defaults http://wiki.openstreetmap.org/wiki/Proposed_features/default_layer_for_bridge_and_tunnel but it was rejected because the vote email was spamfoldered. :-P
So... what do _you_ do, since JOSM behaviour guides how editors actually edit. I am not well informed about what the rendering people love or hate, maybe you do. Not that tagging have to follow rendering (yeah yeah I know) but either JOSM advices to use "layer=*" if missing on "bridge=*" or assume "layer=1" on "bridge=*" without layer definition.
What do you do? What do you prefer? I'd like to update the wiki page at least about what JOSM do and let the community see the light. :-)
