Remove CT user information updates

Description

Since there is no data by decliners in the database, this information is not needed anymore. But it takes a noticeable time to update it every time something is downloaded. It should be removed or made optional.

Change Properties
Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
