offline use of OpenStreetBugs

when the computer is offline the plugin OpenStreetBugs try to download data - when it is unpossible there comes a message. but even when change the layer. one message is enougth. i thing josm should test if the computer is offline.

alternative you only can deactive OSMB by the red button.

OSB is being ​phased out this feature won't be implemented.
