active gpx download in background blocks licensechange

Description

How to reproduce:

  • download large area containing many gpx traces
  • send gpx download to background
  • start license check

The licensechange plugin can't do anything until the gpx download has finished, which is rather annoying for remapping

Action

as The resolution will be set.
