Warning about deleting nodes outside of the download area too eager

If you try to delete a way, that has nodes outside the downloaded area, JOSM gives a warning; good.

If all of those nodes outside of the downloaded area won't be deleted because, for example, they are a part of other already downloaded ways, or have tags on them, JOSM still gives a warning, even if it is not going to delete anything outside the downloaded area.
