settings -> network -> proxy settings

switch to manual proxy, enter some hostname. switch to "no proxy".

restart josm - upon startup dns lookup for the string, entered in proxy, is performed (according to tcpdump).

preferably dns lookup would be only done if the proxy host would be actually used

In 6348/josm:

fix #7019 - Don't perform proxy resolution when not needed (slows down startup and preferences save of instances frequently switching between "no proxy" and "manual proxy" if the proxy cannot be resolved)
