[Patch] Add operator and access fields into parking preset

Please, add operator and access fields for amenity=parking preset.
A lot of long-term-contract parking in our country, that need access=private, a lot of parking should have access=customers.

Different operators control parking places in our (and some other) countries. Will be suitable to have easy way to enter preferred operator.
