shortcut preferences i10n

Description

I use JOSM in English, but in the prefs, shortcuts, the description is in German (Umschalt instead of shift, etc.).

Actually the shortcuts also somehow degraded: you cannot enter the shortcut in the field but have to select in a timeconsuming dropdown menu.

Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
