Would it be possible for you to maintain a .desktop file for JOSM?
Paths and such fields in it does not matter, since they can easily be changed by packagers, but translations (Name, GenericName and Comment fields), that should be common to all, and better to centralize translations upstream.
In Chakra we are using this template for JOSM, maybe you can use it as a base, or include in yours its translations (for Spanish and Galician): https://gitorious.org/chakra-packages/apps/blobs/master/josm/josm.desktop
