Description

When download dialog is called from zoomed map, then the slippy map is not correct. It displays still the old state and not the correct bounding box or even area.

see #15167, see #6720 - remove workaround that causes flickering on resize (idea by bafonins)

(hopefully, the original problem is no longer present)
