changeset tags not preserved after failure

Description

if one enters changeset comments and additional tags (for example, carefully constructed "source" tag :) ) and upload fails, comment is preserved, but other tags are not, resulting in loss of their contents (or forcing the user to re-enter all data)

Status: new → closed

The first part should be fixed latest w/ r9514

What I tested:

  1. Use api06.dev.openstreetmap.org/api
  2. Edit /etc/hosts (Linux): 
    127.0.0.1 api06.dev.openstreetmap.org
::1 api06.dev.openstreetmap.org
  3. Make some modifications, upload and add some changeset tags in the upload dialog
  4. Get an upload error
  5. Upload again and inspect the tags – the added ones are still around

Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
