Rendering highway with tramtracks

Description

Currently if a way is both tagged a car highway and railway=tram JOSM renders it as dashed line like railway tracks.
This is a feature request to render it with the highway-color (prim/sec/tert/res/uncl) and the dashed tramline on top.

These sorts of roads should be tagged up using two overlapping ways, rather than adding both tags to one way. The general rule is to use one 'object' for each separate physical feature (even when embedded in another in this case)
