[TRAC]: Give a warning when submitting data without a valid username or email-address

Description

Right now you do not get a hint that your are not informed about other comments/questions on a ticket, if you do not provide a valid username or email-address while writing a ticket/comment.

This might also help to lower the amount on accidently anonymous comments.

Modify Ticket

Change Properties
Set your email in Preferences
Action
as closed The owner will remain stoecker.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
