Description
Having set Bing (some time ago) to max ZL=17, zooming in quite close and activating the Bing imagery layer results in empty imagery-tiles.
My guess: the setting ZL=17 fights with the value set by the function of "change resolution" of the imagery-layer.

I can't reproduce it. What settings do you use? Global "Max zoom lvl" setting or "Zoom" column in the Imagery Providers tab? Have you tried different options? Are you sure that empty tiles have higher zoom level than allowed? What "Show tile info" on broken tiles shows?

After importing WMS to Imagery there were two Bing-entries. One had maximum zoomlevel set. Guess which one I was using all the time.
Very strange. Works well for me. Both local and global zoomlevel limits works well for me.
