Unexpected Error while trying to update/downloading plugings

What steps will reproduce the problem?

1. Open Plugin Tab (F12) in JOSM
2. Popup Open - unexpected error
3. Same Popup appears while trying to update/download plugins

What is the expected result?

Error Message - Unexpected Error

What happens instead?

Nothing.
