Render colors based on layer=*

Description
When attempting to sort out complicated multi-layer freeway (motorway) intersections, it would be nice if one could quickly toggle to a mode that rendered ways depending on their layer=* values instead of their classification. To allow sufficient diff between colors, negative values could be rendered as dashed lines.
I realize that it might be possible to implement this using the existing style customization mechanism, but, to be most useful, there should be a way to toggle quickly between it and a "normal" style (like the Ctrl-W wireframe toggle).



Toggling quickly between styles is already another ticket. For now you need to setup different styles (By prefixing the URL's with name=) and go to prefs to change between them.
