Plugin PicLayer: picture directory and settings

Currently the directory for the first and for later pictures to be opened seems to be fixed to "My Documents".

I propose to use the same directory as for opening osm-files where the last used directory is remembered or as second choice the last directory used for pictures.

And the settings for the picture should be loaded automatically when available with the default file name.

Both features are available in revision 24301
However, the directory is specific to the plugin, and not common to the open dialog for OSM files. Rational is that some people may want to keep osm and picture files separate, and then the dialog will play ping-pong between the 2 dirs, making the user crazy.
