mappaint.fillareas affects rendering of names on areas, not just color fill

Description
If mappaint.fillareas is set to 0, the names of areas will not be rendered on them. If it is set to any other value, and the zoom level is above it, the same thing happens.
The wiki implies that this setting should only affect the color filling of the area, not the rendering of the name, and this seems more correct than the current functionality (r3329).

It is a documented option, as I said. I've updated the wiki to document the current behavior.

Ok. It's documented, but everything which is not accessible by normal GUI selection is considered a hidden option. The documentation is only to save live for developers in case someone asks.

The name is a bit misleading. It should not be fillareas, but showareas. But as it is a hidden option anyway...
