Description
I downloaded all members of the multipolygon, but still there is the error. Verifying manually I can't find the problem and the relation editor indicates that the outer way is indeed closed. The ways that are indicated vary (sometimes it is just one, sometimes more than 1 for the same multipolygon). See attached screenshot.

BTW: This warning only comes for area types, which are explicit. E.g. cliff will not issue it, as this can be way and area.

The outer ways are cutted and have landuse. This is wrong. Copy the landuse to the relation itself and strip it from the cutted outer ways.
JOSM makes an info text only when style is on ways only (old style), but when the ways itself don't form correct closed areas, then it is a warning.
