PicLayer 20217 Problem

I have installed Windows Vista German.
JOSM 3094, PicLayer 20217.

Everytime I choose "PicLayer\New Picture layer from file..." or "New Picture layer from clipborad..." the following message appears:

"Eine unvorhergesehene Fehlersituation trat auf, die das Plugin "PicLayer" ausgelöst haben könnte...".

Did you use webstart? Still an issue?

Yes, I used webstart. Now I installed JOSM to Program Files and it works fine.
I think, there are access problems under Vista?!?

Webstart had java security issues. These are fixed when next tested is available.
