Plugin Local version lower Offer version

Description
Look in the Settings (Plugins). You can see that Plugin Local version lower Offer version. See attached picture. After downloading Plugin List and Updating plugins. All OK: Plugin Local version equal Offer version. Close Preferences window and open once more. You can see that Plugin Local version lower Offer version again. Reload not help.

When I manualy delete 0-site-http_josm.openstreetmap.de_plugin.txt then all OK now. I think it need automaticaly delete this file after downloading new Pligin List.
My Deleted manualy file has date: 17.12.2009.

Basically everything worked as expected, except that your plugin list was outdated. We should enforce the update of that list before any plugin update takes place.

Actually JOSM did force list update before Updating process in the past.

excuse me. I want to say that You can see that Plugin Local version HIGHER Offer version.
