Upload + Conflict resolution: Option to conflict in spite of conflicts for one/all elements

When uploading & encountering a conflict JOSM will offer to sync the node in question or the entire dataset.
It should also offer to continue even though there's a conflict (and just skip that element), or continue for all future conflicts.

My interpretation: there's nothing "wrong" with how JOSM currently behaves. It's functionality could be extended with the feature described here.
Classifying as enhancement and removing the release blocker flag.

Uploading is now only possible from data layers without conflicts.



I think this would be important to get done.
Right now JOSM restarts uploading all over again. I have to start upload 50 times, just because there are a few nodes changed. Would be nice to get as much as possible uploaded and all conflicts at once and not one by one
